1. Jurisdiction

The rally will be held under the General Competition Rules and the National Rally Regulations of the Canadian Association of Rallysport (CARS), and Rallye Sport Quebec. Copies are available from:

Legs A, B and C will count towards the Subaru Canadian Rally Championship and the North American Rally Cup. Legs B and C will count towards the Coupe du Quebec Championship (regional or divisional).

Note: The organizers reserve the right to modify the schedule. However, all the competitors will be advised accordingly.

7. Type of Event

This performance rally will be 700 km long, including 200 km of special stages (130 km for the regional). All stages will be run on roads under winter conditions.

8. Maps

Official maps are: 21L12, 21L13, 21L14, 21M4, 21M5, 31I9, 31I16 et 31P1. Maps are available at Aux Quatre Points Cardinaux inc., 551, rue Ontario est, Montréal QC, (514) 843-8116, but will not be necessary.

9. Area

The rally will be run within the following area:

10. Registration

Entries received before 6:00 pm on February 8 will be accepted at the early fee price. Entries received after Feb. 8, up to the closing of Registration on Friday, February 12, 1999, will be charged the late entry fee.

To be eligible to pre-registration, competitors can use the form on the web site: www.oricom.ca/rallyeqc. All those who proceed with the web form must send a signed copy along with their payment (check or money order) at the following address: Club de Rallye de la Capitale, 866, Des Frênes Est, Quebec, QC, Canada G1J 1H1. Please note that February 8 is the limit for post-dated checks. The waiver has to be signed.

Entries will be limited to 60 teams. Any entries over this number will be kept on a reserve list and will be accepted on a first come basis. The seeded draw for early entries will take place at the registrar's address at 8:00 pm on February 8, 1999.

All entries received thereafter will be considered as late entries and will start at the end of their proper seed group in accordance with section X.B.2-7 of the 1999 National Rally Regulations.

Entry fees must be paid to Club de Rallye de la Capitale by check, cash or money order. After February 8, any payment by check must be certified.

The entry fee includes two banquet tickets. Additional banquet tickets can be purchased for 15$ CDN.

12. Awards

The exact amount has yet to be confirmed, but a minimum of 1000$ will be distributed. The list of trophies and prize money will be posted on the official board.

13. Documentation

You must complete and sign the Rally registration form and the Rally waiver form.

A pre-event odometer check will be available at registration.

14. Eligibility

Competitors entering the National portion of this event must possess either a CARS National, a SCCA National, or a FIA International Rally License.

Competitors entering only the Regional portion must possess at least a CARS Regional or SCCA Divisional license.

15. Timing

All times given will be elapsed times. To calculate his out time at the end of a stage, a competitor must use the long time or MLP (maximum lateness permitted), unless the time taken in the stage is longer than MLP.

16. Advertising

Competition numbers and the sponsors publicity must be displayed on the car.

17. Service

The service route book will allow you to plan service. It will contain the rally route and maps, the distance between each service point and the total stage kilometers in between each service stop.

The distance between each service stop or gas stop will not exceed 150 kilometers.

NOTE: No service will be permitted outside the service zones determined in the service route book.

18. Miscellaneous

A) The car log book must be presented at scrutineering.

B) Access roads and parking areas are considered Quiet Zones.

C) It is of utmost importance that you book your rooms early because the rally takes place on the big weekend of the Carnaval de Quebec. In case of doubt, we suggest you book your rooms anyway and cancel later.

Hotel Normandin will hold 35 rooms up to January 22, 1999 for competitors.
